The National Center for State Courts (NCSC) provides leadership and service to state courts through research, training, technical assistance and more. We are seeking a Research Analyst to work in a team-based, applied research environment, supplying court leaders with research that directly affects courts in such areas as domestic violence, sentencing, court workload and performance, civil justice, jury management, and other critical areas.
The Research Analyst will participate in all stages of research, including collecting and analyzing data, drafting reports and responses to requests for information, presenting information to diverse audiences both at conferences and through the Web.
Qualified applicants must have an M.A. in the social sciences, public policy, a related field, or a law degree with the appropriate experience, or an equivalent combination of education and experience that demonstrates the ability to succeed.
Salary starting at $41,041.00 depending on experience and qualifications. NCSC offers a comprehensive benefits package. IRAQ RULE OF LAW / ACCESS TO JUSTICE PROJECT

The International Programs Division of the National Center for State Courts is inviting qualified candidates to apply for long-term positions in anticipated donor-funded rule of law /access to justice project in Iraq. The project will involve activities to provide legal assistance and advocacy to disadvantaged groups and strengthen Iraq’s law schools and the bar association.

CHIEF OF PARTY – ANGLOPHONE / FRANCOPHONE AFRICA

NCSC International is accepting expressions of interest from qualified Chief of Party candidates for anticipated donor-funded rule of law programs in Africa. Successful candidates will implement a broad range of technical assistance, training, and institutional support to targeted partners, and will liaise with a variety of local and international stakeholders.
Qualifications:
- Advanced degree in law or a related discipline;
- Strong knowledge of and prior experience in Africa;
- Prior Chief of Party experience and/or a minimum of 10 years’ experience managing
international rule of law programs;
- Subject matter expertise and demonstrated experience in one or more of the following areas: justice sector and court administration strategy and planning; establishment of high-level working relationships with judicial system operators and institutions; planning and managing judicial and legal training programs; guiding participatory reform and transition processes, particularly with justice sector institutions;
- Strong team leadership and ability to manage under complex and stressful conditions;
- Experience working in transition/fragile-state environments is highly desirable, particularly in Sub-
Saharan Africa;
- Experience supervising complex, fast-paced and challenging field operations in developing countries.
- Demonstrated history of providing deliverables on time and within budget;
- Substantial supervisory, managerial and technical experience with USAID or other donor-funded
conflict or post-conflict programs;
- Experience working with multiple stakeholders including government officials, donor organizations,
and local community organizations;
- Proven experience managing all aspects of field operations for donor-funded programs, including
procurement, financial management, grants administration, and human resources administration; and
- Written and spoken English fluency. For francophone Africa, written and spoken English
and French fluency required.

COURT ADMINISTRATOR

NCSC International, the International Programs Division of the National Center for
State Courts, is seeking a Court Administrator for an anticipated justice sector reform activity in Pakistan. The Strengthening Justice Project (SJP) seeks to strengthen the Pakistani judiciary to achieve progress in judicial efficiency, transparency, accessibility, independence and accountability with funding by the U.S. Agency for International Development.
Qualifications
The Court Administrator must demonstrate the below listed qualifications, expertise and experience. A degree in court administration or a management-related field or some post-graduate formal court administration training is preferred:

A minimum of seven years progressively responsible experience working as a court administrator.

A track record of developing and implementing plans for court administration/case management that reduce case delay and enhance transparency and accountability.
-
Problem solving ability.
-
Demonstrated commitment to customer/court user service.
-
Ability to foster a team approach and work collaboratively with judges and court staff.
-
Overseas experience, preferably in an Asian country or Pakistan, Iraq and Afghanistan, providing court administration technical assistance desirable.

Working knowledge of common law legal systems and comparative law expertise desirable.
