New NCSC Report Proposes Framework
for Court Performance Measurement

Williamsburg, VA (June 30, 2008) – A new report by the National Center for State Courts proposes a unifying performance measurement framework for courts to simplify their ability to use collected data to improve court operations. The research was funded by a grant from the State Justice Institute (SJI).

Over the past decade, court managers and presiding judges have increasingly turned to systematic, integrated performance measurement tools to improve the courts’ customer service in areas such as court performance standards, drug courts, and child dependency. This has resulted in a multitude of performance measurement products for courts to choose from, leading NCSC researchers to see the need for development of a unifying performance measurement framework that will ultimately simplify the court’s ability to use collected data to improve court operations.

TNCSC researchers developed this unifying framework by considering the common outcomes measured across all of the existing measurement schemes and applying a balanced scorecard approach adapted from Harvard Business School. A focus group of national experts convened for the evaluation of court performance and program-specific performance to identify issues and concerns with the proposed framework and discuss strategies to address those issues. The new report describes the proposed framework, the issues identified by the focus group participants, and possible solutions to those issues. The report is available on the NCSC Web site:
