Tangela Duncan, Senior Administrative Specialist, joined the Institute for Court Management at the National Center for State Courts in May 2008 having previously worked for several months as a temporary employee in External Affairs. She provides administrative support for ICM’s National programs, Partnerships and Distance Learning courses. In addition to serving as Registrar she provides assistants with producing and calculating course evaluations, course notebooks materials, and maintaining the ICM Program Schedule. She attended Virginia Commonwealth University in Richmond, VA where she received a B.S. in Psychology.

Toni
Engle, Administrative Manager, joined the Institute
for Court Management at the National Center for State
Courts in October 2004. She works on executive
projects, contracts, budgets, administration and
program oversight providing fiscal, administrative,
program and executive support. Ms.
Engle previously worked as an Executive Secretary
for the Colonial Williamsburg Foundation. She
attended National University in San Diego, CA while
serving in the military.

Ray
Foster is the Education Technology Director at the
National Center for State Courts. He has extensive
technology and education experience including the
development of educational programs and video productions
for NASA, the Virginia Department of Education, Old
Dominion University Research Foundation and PBS.
His video productions have won recognition, including
the New York Film Festival's Silver Medal and CINE
Medal of Distinction awards and been shown nationally
on PBS and NASA Select TV. He has produced Distance
Learning programs for dissemination in 23 countries.
He has done faculty and curriculum development under
grants from the Department of Education, NASA and
SJI. He has served as faculty for both ICM and the
National Judicial College. In addition to AV and
web based productions, he is a published author and
photographer and has served as; Lead Program Reviewer
for the NASA Office of Space Science; editor/writer/photographer
for a NASA quarterly newsletter, Virginia SpaceLink;
and presenter for PBS Learning Link.

Senior
faculty for the Institute for Court Management
(ICM) of the National Center for State Courts
(NCSC); and a lead education consultant to the
National Association for Court Management (NACM).
Previously as Executive Administrator of the
First Judicial District in Pennsylvania (1991-96),
he oversaw the Philadelphia Court of Common Pleas,
the Municipal Court, and the Traffic Court, 120
judges, and 2400 judicial employees. Prior to
Philadelphia, Gallas was the Vice President of
Research and Technical Services for the NCSC
for six years; the Dean of the ICM Court Executive
Development Program for 16 years; faculty at
the University of Southern California (USC) School
of Public Administration; and a private consultant.
At NCSC, he was responsible for NCSC federal
and other grants including the Trial Court
Performance Standards, a multi year project
that he conceived and directed. From 1970
to the present, his clients have included for
and not for profit organizations, judicial
improvement organizations, the federal judiciary,
and courts and other justice agencies in
39 states, the District of Columbia, and
Puerto Rico. He is the project director and
lead author of the NACM Core Competency Curriculum
Guidelines.
Gallas, who was the Editor
in Chief of the Justice System Journal for five
years, is widely published. He has a bachelor’s
degree from Wesleyan University; master degrees
from Harvard University and USC; and a doctorate
from USC. Gallas is an ICM Fellow from the first
class in 1970, the first recipient of the NACM
Award of Merit, and a winner of the ICM Star Award.

Toni
Grainer is a conference and meeting planner for the
Institute for Court Management of the National Center
for State Courts. She
assists with the coordination of national programs,
partnerships and distance learning courses. Additionally,
she provides direct support for the educational
planning for the joint mid-year and annual meetings
of the Conference of Chief Justices and Conference
of State Court Administrators. Ms.
Grainer comes to the National Center having served
many years as both a corporate and association
meeting planner. Most
recently, she served as the Project Director for
a three-year project with Virginia’s Governors
Office for Substance Abuse Prevention helping to
develop and deliver curricula and provide statewide
technical assistance. Ms. Grainer is a
graduate of James Madison University in Harrisonburg,
Virginia.

Gordon Griller

Gordon
M. Griller is the Director of Trial Court Leadership
Programs for the Institute for Court Management,
National Center for State Courts. He
assumed this newly created job in July 2006. Prior
to his current position, Griller held numerous
private and public positions dedicated to court
improvement and reform, including Vice President
for Justice Practices (2003-2006), State and Local
Solutions Group, Affiliated Computer Systems (ACS,
Inc.), a global, Fortune 500 business
process outsourcing (BPO) and information technology
(IT) outsourcing company; Administrator for all
Trial Courts (2001-2003) and the Superior Court
(1987-2001) of Arizona in Maricopa County (Phoenix);
Judicial District Administrator (1978-1987) for
the Second Judicial District of Minnesota in Ramsey
County (St. Paul); and Court Administrator (1976-1978)
for the Municipal Court of Hennepin County (Minneapolis),
Minnesota. Griller served as President of the National
Association of Trial Court Administrators in 1983
and 1984, and co-chaired the Special Commission
that created the National Association for Court
Management (NACM), the largest professional association
in the world dedicated to court management reform. He
has consulted, taught, and written on caseflow
management (trial court delay), leadership, self-represented
litigants, jury reform, visioning, strategic planning,
budgeting, and systems and procedures to numerous
audiences. In 1988, he received the Warren
E. Burger Award for outstanding contributions to
court administration, and in 2000, NACM presented
him with its highest accolade, the Award of Merit. He
has a BA in Political Science and MA in Public
Administration from the University of Minnesota
(Minneapolis). He
is a Graduate Fellow of the Institute for Court
Management (1976), a founding member of the Urban
Court Managers’ Network,
and has served on the governing boards of the National
Center for State Courts, the American Judicature
Society, and the National Conference of Metropolitan
Courts. He and his wife, Helen, live in Scottsdale,
Arizona. They have two adult children and
four grandchildren.

Linda Hardy

Linda
Hardy, Senior Administrative Specialist, officially
joined the National Center for State Courts in March
2001, having previously worked for several months
as a temporary employee in ICM. In addition to being
ICM's front line contact, she provides administrative
support for the education and training programs,
including standardizing course notebooks and faculty
materials, assisting with the design of PowerPoint
presentations, calculating course evaluations, Web
site updating, preparing faculty consultant agreements,
and filing documentation for CLE certification. Ms.
Hardy has provided administrative support for more
than twenty-five years' for executives working in
the architectural/engineering, insurance, and financial
fields.

Dale Kasparek, Jr., is the Director of National Programs
for the Institute for Court Management. Dale started
his career as a criminal justice planner working
with numerous agencies and officials in state and
local government. He has served as a court administrator
and other court management capacities in metropolitan
and rural courts in Ohio, Minnesota, and Pennsylvania.
Prior to joining Technology Services at NCSC in 1999,
Dale served as a law firm administrator.
Dale's experience has included all aspects of human
resource management; court financial management;
strategic planning; facility management, design,
courthouse build and remodeling project management;
case management; technology planning and implementation,
and; across the court management core competencies
generally.
Dale has served on numerous state and national
committees. Additionally, he is a member
of the National Association for Court Management,
former member of the NACM Board of Directors, member
of the Association of Canadian Court Administrators,
and a past president of the Ohio Association for
Court Administration.
In addition to serving as faculty for ICM, Dale
has taught for the National Judicial College and
the Ohio Judicial College. He has taught
court management and criminology at colleges and
universities in Pennsylvania and Ohio. He has trained
and consulted with state and local governments
and with international court officials in the states
and in other countries. He has contributed
to court-related publications such as The Court
Manager, the Ohio Judges Manual and
served as editor of NCSC's Court Technology
Bulletin.
Mr. Kasparek holds a B.A. in Criminology from Indiana
University of Pennsylvania and a Masters Degree
in Public Administration and International Affairs
from the University of Pittsburgh. He is
a Fellow of the Institute for Court Management.

Brian McGuire, Senior Administrative Specialist, assists with course registration and billing, preparation of course materials, and customer service. In addition, he oversees various special projects, including database design and management, and production of the yearly ICM Catalog. Before joining ICM, Brian worked in university admissions in Boston. He holds a B.A. in English from the University of New Hampshire and an M.A. in English Literature from Northeastern University.

Wes
Poole is our Media Development Manager at the Institute
for Court Management of the National Center for
State Courts. He is responsible
for the effective use of AV systems in support
of eLearning programs and train and direct staff
in functional usage and capabilities of the presentation
systems. In addition provides recommendations
on platforms, software and hardware for grants
and consulting work as well as assisting with the
development and design of promotional materials
for eLearning programs.
Wes comes to the National Center
having served the Distance Learning Program on
the campus of Liberty
University. While there, he produced several
on-air, video, and web related programs using several
graphic, audio and animation programs such as Premiere
Pro, After Effects, Photoshop, Audition, Dreamweaver
and others. Wes
recently received his M.S. in Multimedia Technology
from Duquesne University located in Pittsburg,
Pennsylvania and prior to his arrival at the National
Center completed his B.S. in Media Graphic Communications
from Liberty University.

Mary Sammon

Mary
T. Sammon has 29 years of experience working with
the courts. She
began her service as Director of the Court
Executive Development Program at the National
Center for State Courts in January 2000. Four
years later, Mary moved into the position of
Sr. Court Management Consultant and divides
her time between teaching ICM courses for the
partnerships and national programs and consulting
with the courts across the country.
She spent 23 years in court administration
in courts of limited and general jurisdiction in
Ohio. Mary served for 5 years as court administrator
for a 6-judge bench at the Akron Municipal Court
in Ohio. As court administrator, she was responsible
for all aspects of the court’s operation including
strategic planning, budget, personnel, automation,
special projects, public relations, facilities and
staff management.
Mary previously served in the Common
Pleas Court of Cuyahoga County in Cleveland, Ohio
for 18 years where she developed a case management
plan streamlining case management, leading to the
creation of a local rule effecting sweeping reform.
She oversaw special projects saving the court more
than $1 million annually.
Mary received a B.S. in public
administration from David N. Myers College in Cleveland,
Ohio, graduating magna cum laude and is working toward
her M. Ed. at the College of William & Mary. She
is a 1999 Fellow of the Institute for Court Management
and serves as an ICM instructor both nationally and
internationally.

Shirley Sutherland is a Conference and Meeting Planner for the Institute for Court Management of the National Center for State Courts. She joined the ICM staff in May 2008, having previously worked in the External Affairs and Technology departments. Ms. Sutherland manages the coordination of both ICM’s partnership and national programs as well as the speaker program for NACM conferences. She holds a B.A. (Business Management) from Chatham University in Pittsburgh, PA.

Chelsea Woodall is the Web Media Specialist for ICM who designs all online courses in our WebCT environment as well as creating other rich media applications that extend and enhance course development and delivery. She joined ICM in 2008 having previously worked as a Multimedia Producer at the Daily Press and the Virginia Gazette. She holds a B.A. in English Literature from the College of William & Mary. |
